Philippine, Cambodian Competition Commissions ink cooperation agreement
The Philippine Competition Commission (PCC) and the Cambodia Competition Commission (CCC) have agreed to enhance collaboration in competition law enforcement to foster fair and competitive markets in both countries.
The memorandum of understanding (MoU), signed by PCC Chairperson Michael Aguinaldo and CCC Chairperson Cham Nimul, was presented before Philippine President Ferdinand Marcos Jr. and Cambodian Prime Minister Samdech Moha Borvor Thipadei Hun Manet at Malacañan Palace on February 11, 2025.
The presentation of the MoU between the PCC and CCC, alongside other agreements, coincided with Prime Minister Hun Manet’s first official visit to the Philippines.
In his speech, President Marcos welcomed the exchange of best practices in competition law enforcement, which he said is critical to attracting and facilitating greater bilateral investment and economic activity.
The MoU establishes a framework for strengthened partnership between the Philippine and Cambodian competition authorities. Key areas of cooperation include the notification of potential anti-competitive conduct, coordination of enforcement activities, and technical collaboration through personnel exchanges and joint training programs.
Chairperson Aguinaldo highlighted the importance of the partnership: “We look forward to working closely with our Cambodian counterparts and collaborating on initiatives that will benefit both our economies.”
This agreement marks the PCC's sixth international bilateral agreement, following previous MoUs with China (2019), Hong Kong (2020), Singapore (2021), Australia (2024), and Thailand (2025).
As the Philippines’ primary antitrust agency, the PCC is responsible for enforcing the Philippine Competition Act, which prohibits anti-competitive practices, abuse of dominance, and anti-competitive mergers and acquisitions to ensure fair competition and protect consumer welfare. The PCC also represents the Philippine government in international competition matters.
