PCC shares initiatives to foster innovation, fair competition at Hong Kong Competition Exchange 2025

Philippine Competition Commission (PCC) Chairperson Michael Aguinaldo shared the PCC’s strategies for promoting innovation and fair competition in the Philippines during a panel discussion at the Hong Kong Competition Exchange 2025, held February 25-26.

Speaking on the panel “Harnessing Innovation for the Good of All and Mitigating Competition Risks: Perspectives from Enforcers,” Aguinaldo joined competition enforcers from Japan, Singapore, China, and Egypt, underscoring the pivotal role of innovation in driving economic development. 

He outlined the PCC’s concrete initiatives, including legislative advocacy through position papers, the Champions of Competition (COC) program to enhance stakeholder understanding of competition law and policy, and the conduct of competition impact assessments (CIAs) on various government policies.

Aguinaldo also highlighted the PCC’s deployment of innovative tools, such as the Bid Rigging Screening Tool (BiRST) for cartel detection and the iCLP: Online Learning Hub on Competition Law and Policy for stakeholder education on competition law.

Aguinaldo emphasized the PCC’s commitment to interagency collaboration, citing partnerships with the National Bureau of Investigation (NBI) for enforcement actions and collaborations with international competition authorities on merger cases. He also noted the development of the Merger Information Sharing Portal among ASEAN member-states to strengthen cross-border cooperation.

“Sustained cooperation, innovation, and active engagement are crucial for building a more inclusive and competitive economy,” he said.

The Hong Kong Competition Exchange 2025 convened global leaders to discuss emerging trends in competition policy and enforcement.
