PCC launches first MCLE program on competition law

The Philippine Competition Commission (PCC) on November 20 launched its first-ever Mandatory Continuing Legal Education (MCLE) program on competition law at the University of the Philippines-Bonifacio Global City (UP-BGC) Campus. This initiative is designed to enhance the expertise of lawyers in the emerging field of competition law.

The opening day featured an introductory session on Competition Law and Key Procedures, serving as an essential foundation for legal professionals seeking to enhance their understanding of the Philippine Competition Act (PCA) and the regulatory environment governing competition law in the country, with the following speakers:

• PCC Commissioner Marah Victoria S. Querol for “Overview of the Economics of Competition Law and the Philippine Competition Act”
• PCC-Competition Enforcement Office Assistant Director Genevieve E. Jusi for “Anti-Competitive Agreements and Abuse of Dominance”
• National Economic and Development Authority Undersecretary Krystal Lyn T. Uy for “Effective Presentation of Economic Evidence for Competition Cases”
• Retired Regional Trial Court Judge Elma M. Rafallo-Lingan for “PCC Rules of Procedure”

In her opening remarks, Querol emphasized the importance of advancing knowledge in competition law. She noted the crucial role that the legal profession plays in promoting fair competition in the market. Querol expressed that the PCC recognizes the significant impact the legal community has in fostering fair market practices. She also mentioned that, over the past eight years, the PCC has accumulated valuable institutional and legal knowledge, which it is eager to share.

The five-day sessions feature speakers from various sectors of the competition law landscape, offering valuable insights in economic theories, legal frameworks, and procedural rules that shape competition law enforcement in the Philippines.

Seventy-three participants registered for the PCC’s inaugural MCLE program, including government lawyers from the Bases Conversion and Development Authority, Office of the Solicitor General, and Department of Justice; private practitioners from various law firms and corporations; and PCC lawyers.

The MCLE program is being organized by the Office of the Commissioner Lolibeth Ramit-Medrano, Communications and Knowledge Management Office, and Legal Services Division, with support from the Office of the Commissioner Michael B. Peloton.

The second MCLE program session will take place on November 28, focusing on Evidence, Compliance, and Intellectual Property.
