PCC joins 2023 Competition Summit in Hong Kong

Philippine Competition Commission (PCC) Chairperson Michael G. Aguinaldo joined the “2023 Competition Enforcers and Academics Summit” organized by the Hong Kong Competition Commission (HKCC) in Hong Kong on August 10-11.

Speaking at the summit, which gathered at least 100 leading scholars and senior enforcement officials from 12 Asia-Pacific economies, Chairperson Aguinaldo shared the PCC’s experiences in detecting and prosecuting bid rigging.

According to Chairperson Aguinaldo, modern digital tools, such as the use of algorithmic pricing, make it more difficult for competition enforcers to detect collusion among players in the market. He also shared the PCC’s initiative to develop an in-house digital tool to detect bid-rigging in aid of prosecution – the PCC Bid Rigging Screening Tool (BiRST).

The PCC was created under Republic Act No. 10667 or the Philippine Competition Act, which prohibits anti-competitive agreements, abuse of dominant position, and anti-competitive mergers and acquisitions.
