Cambodia Competition Commission “CCC” and Philippine Competition Commission “PCC” Sign Memorandum of Understanding (MOU) on Joint Cooperation

(Manila, Republic of the Philippines): On February 11, 2025, Her Excellency Cham Nimul, Minister of Commerce and Chairperson of the Cambodia Competition Commission (CCC), and Mr. Michael G. Aguinaldo, Chairperson of the Philippine Competition Commission (PCC), exchanged the “Memorandum of Understanding (MOU) between the CCC and PCC”. The ceremony was held under the esteemed witness of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, and His Excellency Ferdinand Romualdez Marcos Jr., President of the Republic of the Philippines, during the official visit of the Samdech Moha Borvor Thipadei Prime Minister to Manila, Republic of the Philippines.

The MOU establishes a framework for closer cooperation between the CCC and PCC, covering areas such as information sharing on cross-border competition cases, notification of enforcement activities, coordination and cooperation on investigations and technical collaboration, including joint capacity-building programs for investigators under the Competition Law, etc.

It is worth noting that this MOU between the CCC and the PCC was an initiative of the two parties during the CCC’s official visit to the PCC in March 2023. The study visit aimed to enhance the CCC’s understanding of the institutional arrangements and best practices of the PCC, particularly in competition law enforcement, and to strengthen bilateral cooperation between the CCC and the PCC.

This MOU marks the CCC’s first MOU with a competition authority in the region, and the CCC remains committed to fostering bilateral cooperation with other competition authorities both regionally and internationally to strengthen cooperation on competition law and support the effective and efficient implementation of Cambodia's competition law in line with the Pentagon Strategy - Phase 1, Pentagon 3, Side 4: "Promotion of Competition" under the Royal Government of the Seventh Legislature of the National Assembly.
